# US Envoy Arrives in Norway for Talks with Ukrainian Leader

A US special envoy has arrived in Norway to hold talks with Ukrainian President Volodymyr Zelensky as part of a diplomatic effort to repair strained relations between Ukraine and the US.

US special envoy Steve Witkoff has arrived in Norway as part of a delicate diplomatic effort to repair strained relations between Ukraine's President Volodymyr Zelensky and US President Donald Trump.

The talks are set to take place in Oslo, with the Ukrainian leader seeking support from European allies at a critical time for his country. Norwegian Prime Minister Jonas Gahr Støre has confirmed that Kyiv requested the meeting, which aims to steer relations between Ukraine and the US towards a more constructive path.

A major point of contention has been the alleged withholding of intelligence by the US, with Ukrainian officials claiming it has resulted in lost lives. This accusation was rejected as "scandalous" and "outrageous by US Secretary of State Marco Rubio, who spoke out against it after military technical adviser Serhii Beskrestnov shared his concerns.

The lack of reliable warning from the US has had a significant impact on Ukrainian operations, with some officials receiving crucial information before attacks and others not being informed at all. This inconsistent flow of intelligence has reportedly led to lives being lost in Ukraine, fueling tensions between Kyiv and Washington.

The Oslo talks are seen as an opportunity for both sides to clear up misunderstandings and work towards a more collaborative approach to the conflict, with Støre stating that they want to ensure the war ends diplomatically with a lasting and just peace.

Zelensky has stated that his discussion with Rubio was productive and focused on the need for early warnings from the US, as well as the deployment of missile interceptors.

US senators had previously called for an investigation into disruptions to the Starlink internet network in Ukraine, which is provided by SpaceX. Unconfirmed reports also suggested that the transfer of Patriot interceptors to Ukraine has not yet been approved.

The US Secretary of State was in India last week and acknowledged to reporters that it may be true that Patriot interceptor missiles have not arrived in Ukraine, although this was not done intentionally.

Witkoff will be joined by several European representatives at the talks, including Finnish President Alexander Stubb and officials from the UK, Poland, France, Germany, the EU and Nato via video-link.

The recent deal between Trump and Putin has sparked concerns among European leaders about the US's stance on Russia. The agreement to supply diesel fuel to the US and other markets has brought an end to American sanctions on Russian diesel exports, a move that has been seen as a concession to Moscow.

This development comes at a time when US midterm elections are just around the corner, with Trump blaming Ukraine's attacks on Russian oil refineries for record-high fuel prices in the US. European leaders have taken issue with this narrative, arguing that it deflects attention from the real causes of rising fuel costs.

German Chancellor Friedrich Merz has spoken out about the mixed signals coming from Washington, describing them as mixed pictures and messages" on the war. He has emphasized the need for a joint effort to resolve the conflict, but notes that the US has not been contributing financially to Ukraine's defense since 2025.

As European leaders express their concerns, Ukraine prepares to engage with US envoys in Oslo, where key issues will be discussed.

The international community continues to weigh in on Ukraine's conflict with Russia, with European leaders expressing concerns about the financial strain of supporting Kyiv.

European countries are making significant efforts to maintain their budget commitments to Ukraine, despite the economic burden. In a recent interview, a German leader acknowledged the challenges of sustaining this support until the war ends.

Ukraine's relationship with its Western partners has been complex, with some officials describing it as a partnership rather than an alliance. A US vice-president recently stated that while Ukraine is not a formal ally, they do have divergent interests on certain issues.
