# Canada-EU Summit Scheduled for October 29-30

The two-day meeting will focus on bolstering cooperation in key areas such as trade, technology, defence, energy, and artificial intelligence.

A high-profile summit is set to take place in Montreal on October 29-30 as Canada seeks to strengthen its ties with the European Union amidst strained relations with the United States.

The two-day meeting will focus on bolstering cooperation in key areas such as trade, technology, defence, energy, and artificial intelligence. The agenda also includes discussions on critical minerals, research, and financial services. This summit marks an opportunity for Canada to deepen its economic and strategic partnership with the EU.

Canadian Prime Minister's office has welcomed a proposal by European Commission President Ursula von der Leyen to consider making Canada an "associate member of the EU. This move would be a significant development in the history of Canada-EU relations, marking a new level of commitment between the two sides.

The meeting will also serve as a platform for the leaders to issue a joint statement outlining their vision for future cooperation. Canadian Prime Minister Mark Carney and European Council President Antonio Costa are among those expected to attend the summit alongside von der Leyen.

A major aspect of the summit is building on existing agreements, particularly the Comprehensive Economic and Trade Agreement (CETA), which took effect in 2017. CETA has already eliminated duties on up to 99 percent of imported goods between Canada and the EU, significantly boosting trade ties.

The escalating trade tensions between the US and its North American neighbors have driven Canada to strengthen its economic ties with the European Union. As a result, Canada has been actively seeking alternative markets for its exports, which previously relied heavily on the US market.

In August, trade negotiations between Ottawa and Washington broke down, prompting President Trump to impose tariffs of 50 percent on $20bn worth of Canadian goods, representing about 5.5 percent of Canada's total exports. In response, Canada retaliated with equivalent tariffs on a range of US imports, including steel, dairy products, appliances, farm equipment, pulp and paper, and electronics.

Canada is now exploring opportunities to diversify its trade relationships beyond the US market. This shift in strategy is driven by the recognition that the EU offers a significant market for Canadian goods and services. The country's strengths in energy production, critical minerals, space exploration, artificial intelligence, and quantum technology are seen as complementary to the EU's manufacturing prowess and research capabilities.

The upcoming Canada-EU summit provides a platform for both sides to capitalize on their respective strengths and create mutually beneficial economic partnerships. According to Mark Carney's office, the opportunity is clear, with the EU offering market power, research depth, and manufacturing strength, while Canada brings abundant energy resources, critical minerals, and world-class capabilities in cutting-edge technologies.

The Canada-EU summit is expected to yield specific announcements on fields that could benefit both sides, including areas where cooperation has already been established.

According to experts, the key challenge lies in translating political momentum into concrete deals and projects that can deliver tangible economic results, requiring a swift pace of progress.

Canada's participation in Security Action for Europe (SAFE), the EU's 150 billion-euro loan programme supporting defence procurement by member states, is also set to be a major focus area during the summit.

The EU has already granted Canadian firms preferential access and treatment in defence procurements financed by the SAFE Instrument following an agreement concluded in February.

The emphasis is on concrete results rather than labeling the relationship, according to European officials.

This partnership is not about isolating any country, but about bolstering collective strength through cooperation, as highlighted by von der Leyen in her address to the European Parliament last month. She made history by becoming the first foreign head of government to attend the annual State of the European Union address, with Canadian Prime Minister Carney in attendance.

The focus is on diversifying economic and defence partnerships, rather than forming an anti-US coalition, according to von der Leyen. This move is a continuation of Canada's efforts to create new opportunities through deeper alliances, she said, pointing out that a stronger relationship with Europe is crucial for achieving this goal.

Canada's sovereignty is not dictated by US policy, according to Bob Rae, the country's former ambassador to the United Nations. He noted that Canada has enjoyed long and productive relations with Europe for centuries, but was treated unfairly by President Trump, who disregarded Canadian sovereignty in his dealings with the country.

Canada's participation in European Union affairs has been met with skepticism from the United States, with President Trump viewing it as a potential threat to American interests.

The EU's proposal to make Canada its first associate member" has raised concerns that this could be seen as hostile to the US, prompting Trump to threaten new tariffs on Europe if the move is deemed malicious.
